Web Analytics : no success in France?

I have come to observe that Web Analytics in France seem to be monopolized by regular advertising agencies, e.g. Doubleclick et al.

Which secret ingredient is France missing to finally take Web Analytics seriously?

Can we just blame it on the fact that it’s too recent a science?
